A packed two-day agenda will see sessions on the latest and next-generation tolling technologies, road-usage charging (RUC) projects and intelligent transport systems being implemented across the USA.
Among this year’s brand-new speakers, Tim Hoover will explain how and why Colorado has turned to tolled lanes, with insight provided into the Mountain state’s first-of-its-kind system to address safety and toll evasion issues, as well as the public agency’s approach to public messaging on tolled lanes and safety enforcement.
Meanwhile, Marcy Coleman will explore how and why departments of motor vehicles (DMVs) are integral to the success of a RUC program, stressing the need for interagency cooperation and addressing considerations when deciding if a DMV should be the agency administering a RUC program.

Elsewhere in the program, Joi Taylor Dean will present Richmond Metropolitan Transportation Authority’s (RMTA) journey toward implementing a systemwide electronic tolling environment that captures payments via transponder or license plate without stopping vehicles. Dean will explain how all-electronic tolling can be a foundation for developing technological feasibility for RUC.
Finally, Christian Schonlau will discuss inflationary indexing and its application to RUC. The session will attempt to explain why inflationary factors are limiting the ability to build and maintain transportation networks; how indexing revenue sources to inflation can ensure future funding matches construction costs at the time of delivery; and how to incorporate indexing into a RUC for sustainable transportation funding.
This is just a taste of what to expect from a host of a leading US state DOTs, MPOs, transit agencies, think tanks, lobbying groups and alliances from across the USA – and beyond.
As the event continues to take shape, a number of other speakers and partners are still to be announced for the third annual Road User Charging Conference USA.
Among the topics set to be discussed are time- and distance-based charging, congestion charging, emission-based charging and all-electronic tolling, with an emphasis on ways to better regulate traffic and generate revenues on on highways, freeways, express lanes and on turnpikes in and out of the USA’s most congested cities, from New York to Los Angeles.
Event organiser Akabo Media said it expects some 100-150 attendees to the conference in Miami, which forms part of the global Road User Charging Conference series, which boasts established editions in Brussels, Belgium (the original Road User Charging Conference), Singapore (Road User Charging Conference Asia Pacific), and Abu Dhabi (Road User Charging Conference Middle East & Africa).
