At the InterContinental, the conference will feature a diverse line-up of speakers from various sectors of US transportation. Key figures such as Tim Hoover, deputy director of communications for policy and programs at the Colorado Department of Transportation, will discuss Colorado’s pioneering approaches to toll lanes and RUC systems. Meanwhile, Joi Taylor Dean CEO of the Richmond Metropolitan Transportation Authority, will share insights into the transition to all-electronic tolling systems that enhance efficiency without stopping vehicles.
Additionally, the conference will delve into the financial aspects of RUC, with Christian Schonlau, CFO of Washoe County’s Regional Transportation Commission, discussing the implications of inflationary indexing on RUC and how such schemes can adapt to economic changes and continue to fund transportation infrastructure sustainably.
Elsewhere in the agenda, Marcy Coleman, vehicle program manager at the American Association of Motor Vehicle Administrators, will explore the critical role of DMVs in the successful implementation of RUC schemes, highlighting the necessity for interagency cooperation.

In addition to these focused discussions, the conference will see Mark Vallianatos, executive officer for the Office of Strategic Innovation at Los Angeles Metro, explain why his agency is studying congestion pricing in LA County, while Hana Creger, associate director of climate equity at the Greenlining Institute, will provide an example of a city that has successfully incorporated equity principles and processes into their road pricing strategy.

Meanwhile, returning speakers to the conference include Nathan Lee, director of technology and innovation, and chief administrative officer at the Utah Department of Transportation. Lee will present updates on Utah’s latest electronic tolling prototype, local option RUC pilot, Program RUC 2.0 launch, and opportunities with vendor changes.
Tammy Lee, deputy director of transportation for administration at the Hawaii Department of Transportation (HDOT), will be joined by her colleague Mindy Kimura, Hawaii RUC project manager. Together, they will reveal how HDOT is preparing to launch Hawaii’s road usage charging program by providing insight into what EV owners are saying about RUC in Hawaii; how public agencies are collaborating to ensure a smooth launch; and explain how counties can leverage a state-led RUC program to create a sustainable local revenue stream.
