One of the experts confirmed to speak at the event is Teresa Santos, an advisor to Portugal’s cabinet of the secretary of state for mobility.
Santos is a skilled transportation engineer with experience as a consultant in the areas of sustainable mobility, road traffic, circulation, demand and parking projects.
From May 2018 to November 2023, Santos served at the second-largest road concessionaire in Portugal where she was involved in several major traffic, mobility, change management, digital transformation, innovation and sustainability projects.
At the conference, Santos will discuss how mobility public policies aim to increase public transport share from 16% to 20% by 2030, highlight Portugal’s extensive expertise in highway tolling systems and its potential applications in urban settings and international markets, and examine the pivotal role road user charging schemes are expected to play in the future of mobility.

What is the best aspect of your job?
The most rewarding aspect of my current job is the opportunity to actively contribute to the development of public mobility policies. We aspire to make these policies effective in bringing more people and freight to sustainable, shared and high-capacity modes of transport. I truly feel privileged to contribute professionally to the development of a better future for future generations.
What is the biggest challenge facing those with responsibility for user-financed transportation in 2025?
I believe that the greatest challenge lies in ensuring fairness from the client’s perspective.
What’s your best piece of advice for those looking to implement user-financed transportation solutions?
My advice would be to define the business and operational model before seeking the most suitable technology for its implementation.
Does legislation help or hinder development in the sector?
I believe that regulation is beneficial. Operating within a structured environment with established rules enables players to develop and refine their strategies, ultimately fostering innovation and enhancing competitiveness.
How will the business of user-financed transportation have changed by 2030?
I am personally confident that the business will represent one of the most effective strategies for addressing congestion and sustainability challenges in urban environments, provided we enhance our public transportation infrastructure.
