Hawaii Department of Transportation (HDOT) is to conduct a statewide feasibility study of mileage-based user fees. Expected declines in gas tax revenue at the state and federal levels have motivated HDOT to explore road charging as a possible funding source to ensure the future provision of the safe and efficient roadways that the public relies on. Consulting firm D’Artagnan has been commissioned to research and analyse the current road finance situation and trends in Hawaii, evaluate policy issues including issues unique to Hawaii, and consider administrative alternatives for implementing RUC, all in close consultation with HDOT and key stakeholders.
