Quarterhill, a Canadian provider of intelligent transportation systems (ITS) and solutions, has been awarded a US$40m contract to upgrade the Alameda County Transportation Commission’s (Alameda CTC) I-580 express lanes.
The project aims to enhance the efficiency and reliability of the I-580 and I-680 corridors by unifying the two systems under a single technological platform.
The upgrade is expected to take 17 months, followed by seven years of operations and maintenance, with an optional four-year extension valued at an additional US$15m.
The I-580 express lanes, designed to alleviate traffic congestion, span approximately 10 miles eastbound from Hacienda Drive in Pleasanton to Greenville Road in Livermore and 12 miles westbound to the I-680 overpass in Dublin.
The project aims to streamline operations, unify business rules and address maintenance risks associated with legacy systems by introducing updated infrastructure, including Quarterhill’s riteSuite technology.
The cloud-based tolling and mobility system aligns with Alameda CTC’s recent upgrades to the I-680 express lanes.
The upgrade will replace outdated roadside equipment, introduce improved signage, and enhance operational consistency across Alameda County’s express lanes.

The project establishes Quarterhill as the sole express lane vendor for Alameda CTC until 2032, with potential extensions to 2036.

The company is an official partner of this year’s Road User Charging Conference, which takes place on 04-5 March 2025 in Brussels, Belgium.
