Two US highways running through a busy corridor in Southern California are reporting improved traffic flow and a reduction in congestion following the deployment of an all-electronic express lanes tolling system.
The Riverside County Transportation Commission (RCTC) contracted Kapsch TrafficCom to provide the barrier-free, end-to-end solution on express lanes on the I-15, which connects the US-Canadian border with Las Vegas and Southern California, and SR-91, which runs through several regions of the Greater Los Angeles area.
“Our solution has helped RCTC to reduce congestion on the corridor, and to improve end-user experiences based on consistent and highly responsive services,” said JB Kendrick, president at Kapsch TrafficCom USA.
“Other key benefits are the ability to incentivise ride sharing to further reduce traffic while collecting revenue to meet the financial obligations of the I-15 Express Lane project.”

Following completion of a number of project milestones, including the opening of 15 express lanes and a customer service centre in 2021, final project acceptance was awarded on 23 August 2022.
This certified that Kapsch was able to meet all performance and contractual requirements for the project and thus continue a five-year partnership to operate and maintain the RCTC Express Lanes system.
The two tolled express lanes incorporate eight toll points on the I-15 express lanes and four on the SR91 express lanes in Riverside County. Kapsch also delivered 15 variable message signs on the roadside, 27 CCTV cameras for enforcement, and 39 microwave vehicle detectors.
The solution includes a back-office system, dynamic pricing, image review, customer contact centre, and collections enforcement. What’s more, Kapsch provides the operations and maintenance functions for the express lanes and staff and operates both the traffic operations centre and customer service centre.
