The Finnish government has submitted a legislative proposal on interoperability of electronic road toll systems to the European Parliament.
The proposal concerns amendments to the European electronic road toll system, and it does not oblige nor lead to the introduction of road toll systems in Finland.
The new act on interoperability of electronic road toll systems would repeal the existing act with the same name.
The act would implement the new directive of the European Parliament and of the European Council on the interoperability of electronic road toll systems and facilitating cross-border exchange of information on the failure to pay road fees in the European Union. The directive applies mainly to the technical interoperability of electronic road toll systems.
The Finnish government’s draft proposal was circulated for comments from 12 May to 11 June 2021. The majority of the consulted stakeholders were in favour of the draft proposal.
The legislative proposal on interoperability of electronic road toll systems does not implement the Finnish government programme’s objective of an act allowing congestion charging. That act will be prepared separately and Finland’s Ministry of Finance will be responsible for it.
A referral debate will be held on the proposal now submitted by the Finnish government to the European Parliament. After the referral debate, the proposal will be sent to a Parliamentary Committee.
The proposed act is scheduled to enter into force in autumn 2021.
