The Netherlands has inaugurated its first electronic toll road with the opening of the A24 highway, also known as the Blankenburgverbinding, on 7 December 2024.
The new route links the A15 near Rozenburg with the A20 near Vlaardingen, enhancing connectivity within the Rotterdam region. The development is expected to improve accessibility, support regional economic growth and streamline traffic flow.
A key feature of the A24 is its fully electronic tolling system, marking a first for the Netherlands. Unlike traditional toll roads, there are no physical toll booths along the route.
Instead, cameras installed above the highway automatically capture vehicle license plates as they pass. This system is designed to allow motorists to maintain their speed, thereby reducing congestion and improving overall traffic efficiency.
Additionally, the smoother traffic flow facilitated by the system is expected to boost the efficiency of regional logistics and supply chains.

Barry Madlener, minister of infrastructure and water management, said: “I am very proud of this important connection for the Rotterdam region, which ensures fewer traffic jams and better accessibility for both Voorne-Putten and the Westland.
“Unfortunately, it was not possible to realise this beautiful route without toll collection, but the toll collection will happen effortlessly, and foreign license plates will also pay fairly.”
Motorists have two main options for toll payment. Those who prefer an automated process can register their vehicle’s license plate with authorised service providers, such as MOVE-IZI, Flitsmeister or 4411. This setup allows for the automatic deduction of toll fees after each journey.
Alternatively, those who do not register can pay manually. Payments can be made online via the official e-TOL website either up to seven days before or within 72 hours after using the road. Accepted payment methods include iDEAL and credit card.

Users will not receive an automatic notification after using the toll road, making it essential for them to ensure timely payment to avoid incurring penalties.
The toll rates for 2024 and 2025 have been set according to vehicle classification. Light vehicles, including cars, vans, and motorcycles weighing up to 3,500kg, as well as electric vehicles (EVs) up to 4,250kg, are charged €1.51 per trip.
Heavy vehicles, including trucks over 3,500kg and EVs exceeding 4,250kg, are charged €9.13 per trip. Trailers and caravans attached to these vehicles do not incur additional fees.
From 1 January 2026, toll rates will be subject to annual adjustments to reflect inflation.
