In a significant move to modernise Nigeria’s transportation infrastructure, the federal government has announced the commencement of a cashless tolling system on the Keffi-Akwanga-Lafia-Makurdi Expressway, effective Thursday, January 16, 2025.
This initiative is part of the Highway Development and Management Initiative (HDMI), aiming to foster a robust and sustainable transportation ecosystem across the nation.
The expressway, constructed under the Engineering, Procurement and Construction–Finance (EPC+F) model, received 85% funding from China Exim Bank, with the Nigerian government providing the remaining 15% as counterpart funding.
The project was executed by China Harbour Engineering Company Nigeria Limited, reflecting a public-private partnership approach.
The cashless tolling system is designed to ensure transparency and efficiency in toll collection, with revenues allocated for road maintenance, rescue services, enhanced security, and the development of rest areas along the expressway.
To ensure seamless adoption, road users are being encouraged to acquire electronic tags or preloaded cards at toll plazas, garages, and designated outlets.

Payments can also be made using point-of-sale (POS) devices, in an effort to reducing delays and promoting transparency in toll collection.
Speaking about the launch, Nigeria’s minister of works and housing, David Umahi, said: “This cashless tolling system is a testament to our commitment to modernising Nigeria’s road infrastructure and ensuring road users benefit from a seamless experience.
“Revenue collected will be used for road maintenance, enhanced security, and the provision of rest areas.”
The cashless tolling system is expected to improve travel time, reduce congestion and enhance the overall safety and sustainability of one of Nigeria’s busiest highways.
