The Oregon Department of Transportation (ODOT) has expanded its road-usage charging (RUC) scheme, named OReGO, through the addition of a new account management option from NextMove by Cintra, which will also support its development of an intelligent vehicle ecosystem.
The transport body reports that, currently, nearly 900 drivers are participants in OReGO, which is the USA’s first RUC programme, where participants pay a per-mile fee based on miles driven. In exchange, they receive credit for the fuel taxes they pay.
NextMove by Cintra – a wholly owned subsidiary of Spanish mobility company Ferrovial – is a new partner for ODOT and will support the US state in collecting and reporting the mileage driven by participants and send payments to the state.
Passenger vehicles with a rating that exceeds 20mpg are eligible to join the scheme, with drivers of electric or fuel-efficient vehicles with a rating of 40mpg or greater eligible to save on registration fees when they enrol.

Further collaboration between the two organisations – both of which were involved in this year’s Road User Charging Conference USA – is currently happening on a project to develop a connected vehicle ecosystem to support Oregon’s ITS and to further develop the OReGO scheme.
The partnership will see NextMove by Cintra plan, develop, implement, operate and maintain the connected vehicle ecosystem, which is hoped to enable communication between vehicles and transportation infrastructure, such as traffic signals and roadside units.
According to ODOT, the connected vehicle ecosystem will allow some participants to report their miles as part of the RUC scheme without using an onboard device, paving the way for a more streamlined transition from fuel taxes to distance-based charging in the future.
