Steve Morello, management specialist and senior advisor for mobility pricing projects at US engineering and construction firm CDM Smith, has been elected to the Mileage-Based User Fee Alliance (MBUFA) Advisory Council.
Morello has been a member of MBUFA since 2012, following his return to the USA after 22 years living and working in France. He has promoted MBUFA by presenting at conferences and events held by the organisation as well as organising workshops associated with vehicle distance-based charging.
“As the concept of mileage-based user fees moves forward in various parts of the world, I will strive to share our US-based experience in various aspects such as stakeholder engagement,” said Morello.
Morello has 30 years of experience in the transportation sector focusing on the development of projects covering mobility pricing, light- and heavy-vehicle distance-based charging, intelligent transportation systems (ITS) rollout, tolling, electronic road pricing and automated enforcement.
During his time in France, Morello managed the development, pilot testing and evaluation of integrated, multimodal ITS demonstration projects as well as urban congestion and distance-based charging initiatives. He also provided leadership to national and international organisations on the impacts and rollout of major European Commission-sponsored mobility pricing deployment programmes.
In 2011, Morello co-founded Milestone Solutions, a North America-based firm specialising in road usage charging and pricing that was acquired by CDM Smith in June 2021. Morello has also chaired the annual Road User Charging Conference in Brussels, Belgium on numerous occasions.
“Steve has significantly affected the development of per-mile road-usage charging in the USA. Without his vision for and relationships with the potential market of RUC providers, those companies essential to RUC operations would not have taken the chance,” said Jim Whitty, distance-based charging specialist atCDM Smith.
“Steve’s understanding of the business of road pricing continues to work to make RUC happen across the world.”
