Claire Mann has been appointed Transport for London’s (TfL’s) chief operating officer (COO).
Mann, who is currently managing director of South Western Railway (SWR), will be responsible for ensuring TfL’s directly operated and contracted services and operations are planned and managed effectively.
As such, Mann will lead the planning and delivery of services on the Tube, Elizabeth line, London Overground and Docklands Light Railway as well the bus and tram networks, cable car and Santander Cycle Hire.
She will also have responsibility for the management of TfL roads and road infrastructure, policing and security of the transport network and TfL’s regulation of the taxi and private hire industry.

Mann returns to TfL after three years at SWR, where she steered the company to becoming the first train operating company to launch a roadmap to Net Zero by 2040.
She also oversaw the introduction of a £1bn fleet of new trains, which are being rolled out across the SWR suburban network, including the construction of a train care facility, and led a £26m modernisation of the Island Line on the Isle of Wight.
At TfL, Mann previously served as director of bus operations between 2017 and 2021, where she was responsible for the day-to-day delivery of the UK capital’s 9,200-strong bus fleet.

Glynn Barton, who has led TfL’s operations on an interim basis since October 2022, will continue as COO until Mann joins TfL at the end of March 2024.
Barton will then take on the role of director of buses, leading the development, planning and delivery of bus services across London.
