Worcestershire County Council has issued an invitation for suppliers to provide a real time traffic management system across its highway network.
The proposal is aimed at firms with experience in real time traffic monitoring and installing or upgrading similar systems.
The council is also interested in cycle monitoring and the use of geographic information system (GIS) software, which is designed to generate a map display of live traffic, abnormal conditions, vehicle emissions and a database of traffic flow, including vehicle classification.
The criteria weighting in the tender will reportedly be 55% cost, 35% quality and 10% social value.
The tender document requested that applicants produce a quotation and provide installation within a set time frame.
